Job Description
Citi is evolving its commerce offerings and branching into new avenues of growth by offering merchants access to high-value cardmembers across Citi’s digital properties and partner placements. By combining Citi’s scale, trusted customer relationships, and real purchase insights, the business delivers advertising that is relevant to customers and drives measurable, incremental impact for advertisers. As we build Citi Commerce from the ground up, we are seeking a Governance & Controls Analyst to support our Paid Search (SEM) and Programmatic Media operations.
This role serves as a key operational and governance partner dedicated to establishing, monitoring, and executing control-related activities, compliance checks, risk management frameworks, and standard operational processes across all Paid Search and Programmatic media campaigns. The ideal candidate understands digital media operations and brings a meticulous, governance-focused approach to ensure that campaign trafficking, financial reconciliations, vendor integrations, and media executions adhere strictly to internal controls, regulatory policies, and quality standards.
Responsibilities:
Control Framework & Adherence: Assist in establishing, executing, and monitoring operational controls across Paid Search and Programmatic media workflows to prevent execution errors, budget overspends, and non-compliant ad placements.
SOP & Governance Documentation: Maintain, review, and update Standard Operating Procedures (SOPs), process maps, control checklists, and governance documentation for search and programmatic campaign lifecycles (briefing, setup, QA, trafficking, pacing, and billing).
Process Mapping & Flow Optimization: Develop and maintain detailed current-state (“as-is”) and future-state (“to-be”) workflow diagrams and risk-control matrices across media workstreams, identifying handoffs between internal teams and external media/tech partners.
Issue Tracking & Gap Remediation: Identify control gaps, process bottlenecks, data inconsistencies, and operational risks across search engines (e.g., Google Ads, Microsoft Advertising) and DSPs/ad tech platforms; log and track issues and partner with operational leads to drive root-cause remediation.
Stakeholder Collaboration: Partner closely with cross-functional stakeholders—including Media Activation Leads, Finance, Risk & Controls, Compliance, Legal, and Business Operations—to validate requirements, enforce policy compliance, and streamline governance gates.
Financial & Billing Controls: Support pre- and post-campaign financial governance, including PO creation, media spend pacing reviews, invoice matching, vendor fee verification, and billing reconciliation processes.
Change Management & Working Sessions: Organize, facilitate, and document control-focused working sessions and post-mortem reviews; prepare governance reporting materials, track action items, and support adoption of updated processes across operational teams.
Risk Assessment & Compliance: Appropriately assess risk when business decisions are made, demonstrating particular consideration for the firm's reputation and safeguarding Citigroup, its clients, and assets by driving compliance with applicable laws, rules, and regulations, adhering to Policy, applying sound ethical judgment regarding personal behavior, conduct, and business practices, and escalating, managing, and reporting control issues with transparency.

Qualifications:
2–5 years of experience in digital media operations, business controls, operational risk, process governance, or business execution roles.
Familiarity with Paid Search (SEM) and Programmatic media ecosystems, campaign setup/trafficking workflows, ad servers, or demand-side platforms (DSPs).
Proven hands-on experience in process mapping, workflow documentation, and designing standard operating procedures (SOPs).
Direct experience in operational control monitoring, quality assurance (QA) frameworks, issue tracking, and resolution management.
Demonstrated experience identifying process gaps, operational vulnerabilities, and creating summary insights and actionable recommendations for management.
Strong track record of supporting cross-functional governance and process improvement initiatives across diverse business units.
Education:
Bachelor’s/University degree or equivalent experience (Highly preferred Bachelor’s degree in Business Administration, Operations, Finance, Marketing, or a related field).
Strong organizational and project management skills with the proven ability to manage multiple concurrent tasks, timelines, and deliverables across diverse workstreams.
High attention to detail and accuracy, particularly in control monitoring, workflow documentation, and audit-trail tracking.
Working knowledge of digital marketing compliance considerations (e.g., brand safety guidelines, data privacy, disclosure requirements, and billing reconciliations).
Proficiency with process mapping and collaborative diagramming tools (e.g., MS Visio, Lucidchart, Miro).
Strong analytical mindset with the ability to diagnose operational breakdowns, assess root causes, and propose standardized control solutions.
Excellent written and verbal communication skills, with confidence facilitating cross-functional working sessions and presenting findings to senior team leads.
Ability to thrive in a fast-paced, high-growth environment with structured guidance and proactive problem-solving capabilities.
