About the role

Description supplied by the original job listing.

Team Overview:
The Fixed Income Technology group is a global team responsible for the design, development, and support of the trading and risk management systems used by the Fixed Income business. Our platforms are a critical part of Citi's markets infrastructure, processing millions of trades and calculating risk for a multi-billion-dollar portfolio. Within this group, the Fixed Income Algo Technology team builds and operates the low-latency pricing, hedging and execution platform that underpins Citi's electronic market-making and algorithmic execution across Rates and Credit. We are a fast-paced, results-oriented team that values innovation, collaboration, and technical excellence. We work in close partnership with traders, quants, and other business stakeholders to deliver cutting-edge solutions that drive business growth.
Role Overview:
We are seeking a Director to lead the global Fixed Income Algo Technology organization. You will own the end-to-end technology strategy, delivery and production run of our cross-asset Algo platform including pricing, hedging and execution systems, across Rates and Credit and across all regions. This role combines deep, credible expertise in low-latency trading systems with proven leadership of a multi-region engineering organization. You will set the multi-year technical vision, lead and grow a team of senior engineers and engineering leads, act as the primary technology partner to the heads of Fixed Income electronic trading, and be accountable for the platform's performance, resilience and control environment. While this is primarily a leadership role, you are expected to remain close to the technology: shaping architecture, reviewing critical designs and code in Java and Rust, and setting the bar for engineering quality.
Key Responsibilities:
Platform Ownership & Strategy: Own the global technology vision and multi-year roadmap for the Fixed Income Algo platform including pricing, hedging, execution and venue connectivity, ensuring it is scalable, resilient and aligned with the electronic trading business strategy across Rates and Credit.
Organizational Leadership: Lead, grow and develop a global team of engineers and engineering leads (SVP/VP level) across multiple regions. Own hiring, talent development, succession planning and performance management, and build a culture of technical excellence, ownership and continuous learning.
Business Partnership: Serve as the senior technology counterpart to the global heads of Fixed Income electronic trading, Algo trading desks and quantitative research. Translate commercial priorities such as new venues, new products, latency and fill-rate targets and market share goals into a prioritized and funded technology agenda.
Architecture & Engineering Standards: Set and enforce architectural direction and engineering standards across the platform, including Java and Rust codebases, high-performance messaging, quant container integration and deterministic low-latency design. Chair design reviews and retain final technical sign-off on critical-path changes.
Delivery Execution: Be accountable for delivery of business-critical initiatives across the Algo stack, from next-generation platform builds to venue onboarding and pricing and hedging model rollouts, managing scope, dependencies, risk and stakeholder expectations.
Performance & Resilience: Own platform latency, throughput and availability targets. Drive the engineering and infrastructure agenda for ultra-low-latency performance, including hardware, operating system, network stack and JVM tuning, kernel-bypass networking and colocation, and for fault-tolerant, resilient operation.
Production & Operational Risk: Be the senior accountable owner for production stability of the Algo platform. Lead major incident response and post-incident review, and own the control framework for algorithmic trading technology including pre-trade risk controls, kill-switch mechanisms, change management and algo testing and certification.
Regulatory & Controls: Ensure the platform and its development lifecycle meet regulatory expectations for algorithmic trading (e.g. MiFID II RTS 6, SEC Market Access Rule, PRA/FCA requirements) and internal risk, audit and model governance standards. Represent the platform in audit, regulatory and risk forums.
Vendor & Market Infrastructure: Own strategic relationships with key technology vendors and trading venues (e.g. Redline, ION, CME, Eurex, ICE, MTS, BrokerTec, FMX), including build-versus-buy decisions, commercial negotiation and the connectivity roadmap.
Financial Management: Own the budget, headcount and location strategy for the organisation, including infrastructure and vendor spend, and drive efficiency without compromising performance or control.
Cross-Asset Collaboration: Partner with peer technology leads across Equities, FX and Commodities electronic trading, and with core infrastructure and market data teams, to drive shared platform components, consistent standards and reuse.
Qualifications & Skills:
Experience: Extensive professional software engineering experience in front-office markets technology, with a substantial track record in low-latency electronic and Algo trading. Prior experience leading a global or multi-region engineering organization with engineering leads reporting in is essential.
Leadership: Demonstrable success building, leading and retaining high-performing senior engineering teams; experience managing managers; comfortable owning headcount, budget and location strategy; strong track record of delivering large, business-critical initiatives.
Domain Knowledge: Deep understanding of Fixed Income products across both Rates (e.g., government bonds, interest rate futures, swaps and other rates derivatives) and Credit (e.g., investment grade and high yield corporate bonds, CDS single names, CDX/iTraxx indices, credit ETFs and portfolio trading), including their pricing, risk sensitivities and hedging relationships, together with electronic trading concepts, market data, and the trade lifecycle is essential.
Market Microstructure: Strong working knowledge of market microstructure across the Fixed Income venues used for pricing and hedging, such as CME, Eurex, ICE, MTS, BrokerTec (BTEC) and FMX, and D2C platforms such as Tradeweb, Bloomberg and MarketAxess, including order book dynamics, matching engine behaviour, order types, and venue-specific protocols and latency characteristics.
Technical Expertise:
Expert-level understanding of performance-critical, low-latency systems built in Java and Rust, with the credibility to lead architecture and design reviews with senior engineers; recent hands-on engagement strongly preferred.
Proven experience owning or building low-latency pricing, hedging and execution systems at scale, including integration of Fixed Income quant pricing containers into real-time trading flows.
Strong knowledge of high-performance messaging middleware (e.g., Aeron, Solace) and low-latency data handling techniques.
Solid understanding of low-level performance tuning for low-latency infrastructure, including CPU isolation and thread pinning, NUMA-aware memory layout, kernel-bypass networking (e.g., Solarflare/Onload, DPDK), huge pages, and JVM/GC tuning for predictable tail latency.
Hands-on experience with vendor trading stacks and connectivity (e.g., Redline, ION) and with designing complex, distributed and fault-tolerant systems.
Familiarity with modern development practices and tooling, including Git, Jenkins/CI-CD, containerisation technologies (e.g., Docker, OpenShift), automated testing and observability.
Risk & Regulatory Awareness: Solid understanding of the control and regulatory landscape for algorithmic trading (e.g., MiFID II RTS 6, SEC Market Access Rule, algo testing and certification requirements) and experience operating within a strong control framework.
Stakeholder Management: Proven ability to engage and influence senior business leaders, trading heads, quants, risk and control functions and technology executives; able to articulate technology strategy and trade-offs in commercial terms.
Problem Solving & Judgement: Exceptional analytical skills and sound judgement under pressure, particularly during live production incidents with direct P&L impact.
Communication: Excellent written and verbal communication and interpersonal skills, with the ability to represent the platform credibly in executive, regulatory and audit forums and to articulate complex technical concepts to both technical and non-technical audiences.
Education:
Bachelor's or Master's degree in Computer Science, Engineering, Mathematics, or a related field.
