The HMIS Lead is responsible for the end-to-end leadership of the implementation, rollout, and institutionalization of the Health Management Information System (HMIS) application across public and private healthcare facilities in Kenya. The role holder will drive system configuration, facility onboarding, capacity building, data quality assurance, and stakeholder coordination with the Ministry of Health, County Health Departments, facility management, and development partners, ensuring the HMIS delivers reliable, timely, and actionable health data to support service delivery and evidence-based decision-making.
Responsibilities:
Lead the planning, phased rollout, and technical implementation of the HMIS application across designated public and private healthcare facilities, in line with the national digital health strategy and Ministry of Health standards.
Coordinate with the county and sub-county health management teams, facility in-charges, and private facility administrators to secure buy-in, facilitate onboarding, and align implementation timelines.
Develop and manage detailed implementation work plans, budgets, and risk registers, tracking progress against milestones and reporting to program leadership and funders.
Lead training-of-trainers and facility-level capacity-building programs for health records officers, clinicians, and facility staff on HMIS data entry, use, and reporting.
Establish and enforce data quality assurance protocols, including routine data audits, validation checks, and supportive supervision visits to facilities.
Supervise and mentor a team of HMIS officers, field implementation officers, and technical support staff across implementation sites.
Manage relationships with the software vendor/development team to log, prioritize, and track resolution of bugs, feature requests, and system enhancements.
Monitor system uptime, usage rates, and data completeness/timeliness indicators across facilities, and drive corrective action where performance lags.
Support change management efforts, including stakeholder sensitization, communication materials, and addressing resistance to digital transition at the facility level.
Prepare periodic progress reports, dashboards, and presentations for the SMTs
Represent the organization in national and county-level Technical Working Groups (TWGs) and digital health coordination forums.
Requirements:
Bachelor's degree in health informatics, information technology, computer science, public health, or a related field; a master's degree is preferred.
A minimum of 6-8 years' relevant experience in health information systems, with at least 3 years in a leadership or project management role.
Demonstrated experience implementing HMIS/health information systems
Strong understanding of health system structure, health information architecture, and national digital health policy and standards.
Experience managing multidisciplinary teams and coordinating with software developers, M& E teams, and field staff.
Key Skills and Competencies:
Strong leadership, team management, and mentorship capabilities.
Excellent stakeholder engagement, negotiation, and diplomacy skills across government, private sector, and donor environments.
Sound knowledge of health data standards, interoperability frameworks, and data quality assurance methods.
Proficiency in data analysis and visualization tools (e. g., Excel, Power BI, DHIS2 dashboards).
Strong project planning, budgeting, and monitoring and evaluation skills.
Excellent written and verbal communication skills, with the ability to produce clear technical and donor reports.
