What we are looking for
We are looking for a senior humanitarian protection professional with strong project implementation experience, preferably in complex and volatile environments. You will bring strong technical expertise in Protection from Violence, together with proven experience in protection case management, referrals, case planning and conferencing, and delivering protection outcomes through individual assistance.

What you will do
The Norwegian Refugee Council (NRC) is seeking an experienced Protection from Violence Project Manager to lead the implementation and quality delivery of protection programming in Gaza. In this role, you will lead NRC’s Protection programming, currently focused on Individual Response Services, including Protection Case Management and Individual Protection Assistance, with opportunities to develop and expand Civilian Self-Protection activities.
Key responsibilities:
Lead the effective and efficient implementation of Protection projects in line with NRC strategies, proposals, budgets and donor requirements.
Provide technical leadership and quality assurance across Protection from Violence programming.
Manage, mentor and build the capacity of Protection project teams, ensuring effective transfer of technical skills.
Lead Protection Case Management and Individual Protection Assistance programming, including the development and implementation of tools, SOPs and case-management systems.
Support the development and rollout of Civilian Self-Protection activities and community-led protection initiatives.
Ensure effective monitoring, evaluation, learning and reporting, including capturing lessons learned and contributing to donor and internal reports.
Monitor protection risks and trends, generate analysis and identify opportunities to strengthen protection outcomes.
Represent NRC in relevant clusters, sector coordination forums and working groups, and build strong relationships with authorities, partners, donors and humanitarian actors.
Advocate with relevant stakeholders and duty bearers to address protection risks and achieve meaningful outcomes for affected communities.
Ensure programming is safe, inclusive and aligned with NRC policies, standards and relevant international legal frameworks.
What you will bring
Minimum 3 years of experience from a senior level project implementation position in a humanitarian/recovery context.
Proven experience managing humanitarian protection projects and teams with strong technical expertise in general protection case management and Individual Protection Assistance.
Experience working in low-resource and complex humanitarian settings.
Experience with community-led initiatives, negotiations and advocacy is an asset.
Knowledge of the Palestinian context and protection environment.
Experience with humanitarian coordination structures, including IASC/UNHCR-led coordination mechanisms.
Strong organisational, communication, interpersonal and representation skills.
Good knowledge of data protection standards and protection information management.
Excellent working knowledge of Microsoft Office, particularly Word, Excel and Outlook.
Fluency in English; Arabic proficiency, both written and verbal, is highly desirable.
