Atharva Planning and Research Centre Pvt. Ltd. (APARC) is looking for a Tender Manager to join our Projects team.

Location: Ahmedabad
Department: Projects
Job Type: Full - time
Experience Required: Minimum 2 Years
Qualification: Graduate/Post-Graduate (open to equivalent qualifications with relevant experience).
Key Responsibilities:
1. Possess Tender & E-Tendering Knowledge
Complete tender lifecycle: NIT/RFP → pre-bid → bid preparation → submission → evaluation → award
Government e-tendering portals such as GeM, CPPP, Gujarat e-Procurement, and relevant state/department portals
Understanding of technical bid, financial bid, EMD, tender fee, performance security
Bid submission procedures, deadlines and online document uploading
Addenda/corrigenda and amendments
Pre-bid queries and clarifications
2. Knowledge of Government Procurement & Tender Rules
Basic understanding of GFR (General Financial Rules)
Government procurement procedures
Eligibility criteria and qualification requirements
Consortium/JV requirements
Experience and turnover criteria
Bid security, performance guarantee and retention provisions
Contract conditions and penalty/liquidated damages clauses
3. Tender Document Preparation
Should be able to independently prepare/check:
Technical proposals
Company profiles and credentials
Eligibility compliance sheets
Technical compliance matrices
CVs of experts
Similar-work experience statements
Financial bid formats
Undertakings, declarations and affidavits
Power of Attorney and authorization documents
4. Document & Compliance Management
A good Tender Executive should be extremely detail-oriented and able to:
Read an entire RFP and identify every requirement
Prepare a Tender Compliance Checklist
Track missing documents
Check validity of certificates
Ensure correct signatures, stamps and formats
Cross-check dates, figures, names and project references
Maintain tender-wise document folders and records
5. Financial Understanding
Basic knowledge of:
BOQ and price schedules
GST and applicable taxes
Professional fees/manpower costing
EMD and performance security calculations
Financial eligibility/turnover calculations
Bid pricing and comparison
Basic Excel formulas and financial sheets
6. Research & Coordination
The person should be capable of:
Finding relevant tenders online
Screening tenders against organizational eligibility
Preparing a Bid/No-Bid assessment
Coordinating with technical experts, finance, HR and management
Collecting CVs and project credentials
Following up with team members for pending documents
Maintaining a tender calendar
7. Important Software Skills
MS Word, MS Excel, PowerPoint
Scanning and digital signatures
Government e-tender portals
8. Soft Skills
Strong written English
Excellent attention to detail
Ability to work under strict deadlines
Follow-up and coordination skills
Confidentiality
Ability to handle multiple tenders simultaneously
Good understanding of formal government correspondence
