Senior CBA Lead

JOB SUMMARY:
Community Education Group (CEG) seeks an experienced and highly skilled Senior Capacity
Building Assistance (CBA) Lead to provide specialized, high-level technical assistance to state
and local health departments, community-based organizations, and rural partners.
The Senior CBA Lead will conduct organizational assessments, develop tailored TA plans, and
deliver targeted training and technical assistance to strengthen HIV prevention, treatment, PrEP
implementation, and overall organizational capacity among CDC-funded health departments,
community-based organizations, and their partners. The Senior CBA Lead will provide
evidence-based strategies and federally approved resources to support service integration for
HIV prevention/treatment, sexually transmitted infections (STI), other syndemic conditions and
social determinants of health (SDOH) at the point of care.

POSITION-SPECIFIC DUTIES/RESPONSIBILITIES:
Technical Assistance Planning & Delivery
-Conduct organizational assessments to identify TA needs and priorities for assigned
health departments, community-based organizations, and rural partners.
-Develop tailored TA action plans in coordination with CDC and partner organizations,
consistent with Component D guidance and the CBA Tracking System (CTS).
-Deliver targeted training and individualized TA to strengthen HIV prevention, treatment,
and PrEP implementation across diverse settings.
-Prioritize and expedite TA requests related to outbreaks and urgent public health needs.
-Follow up with TA requestors to identify additional needs and support continuous quality
improvement.
Organizational Capacity Building
-Strengthen organizational capacity of state and local health departments and
community-based organizations to plan, implement, evaluate, and sustain high-impact
HIV prevention programs.
-Support partner organizations in identifying and leveraging assets including funding
streams, personnel, legal considerations, and existing partnerships.
-Apply a collective action framework that incorporates input from communities most
affected by HIV, including people with lived experience.
-Develop and adapt TA resources and tools to address HIV care and prevention
disparities, particularly in rural and underserved communities.
Communities of Practice & Peer Learning
-Lead or co-lead assigned Communities of Practice (CoPs), facilitating at least four
sessions per year to advance peer-to-peer learning and collective problem solving.
-Collaborate with other Component D TA providers and CDC to coordinate CoP focus
areas and ensure no duplication of efforts.
-Maintain a virtual resource repository to support CoP members with tools, training
materials, and curated resources.
-Lead or co-lead planning and implementation of at least one annual summit beginning in
the second year of the award.
Compliance, Documentation & Reporting
-Document all TA activities in the CBA Tracking System (CTS) per CDC guidance;
ensure all activities are recorded accurately and in a timely manner.
-Contribute to preparation of TA products requiring CDC clearance, including Project
Initiation Forms (PIFs), and ensure products meet Section 508 and HHS accessibility
standards.
-Support preparation of grant reports, workplans, and deliverable tracking required by
CDC.
-Use feedback and outcome data to inform continuous quality improvement of TA
delivery.
QUALIFICATIONS:
Required:
-Bachelor’s degree required; master's degree in public health, social work, health
administration, or related field preferred.
-Minimum 7 years of experience in HIV prevention, public health, technical assistance, or
related field.
-Demonstrated experience providing technical assistance to health departments,
community-based organizations, or public health agencies.
-Strong knowledge of HIV prevention strategies, PrEP implementation, and the Ending
the HIV Epidemic (EHE) initiative.
-Familiarity with the public health challenges and structural barriers specific to rural
communities, including those in the Appalachian region.
-Knowledge of harm reduction principles and practices, including their application in HIV
prevention and substance use service delivery.
-Understanding substance use disorder and its intersection with HIV, viral hepatitis, and
overdose prevention.
-Experience facilitating communities of practice, learning collaboratives, or peer learning
environments.
-Excellent written and verbal communication skills; ability to present complex public
health concepts clearly to diverse audiences.
-Comfortable navigating federal grant compliance requirements and documentation
systems.
-Ability to work independently in a remote environment and manage multiple concurrent
TA requests.
Preferred:
-Experience with CDC-funded programs, CBA systems, or the CBA Tracking System
(CTS).
-Lived experience or direct service work in communities affected by substance use, HIV,
or related health disparities.
-Bilingual in English and Spanish.
TRAVEL REQUIREMENTS:
Up to 20% travel required for summits, site visits, and partner convenings.
COMPENSATION:
$80,000 - $90,000 annual salary.
