Jhajharia Nirman Limited is a Class-I Railway and Infrastructure EPC contractor, operating since 2008, executing railway, bridge and civil works across 16+ states for Indian Railways, DFCCIL, IRCON, RVNL, RITES and NHAI, with 22+ active project sites. The company is headquartered in Bilaspur (C.G.) with an office in Delhi.
Role summary
We are looking for an experienced HR and labour-compliance professional to head the HR function at our Head Office. The role owns talent acquisition for HO and sites, statutory labour compliance across all project states, liaison with labour authorities, project insurance (CAR and WC policies), and HR policy for the company. You will lead a small HR team (an HR Executive handles day-to-day ERP, attendance and payroll inputs) and work directly with the Directors.
Key responsibilities
Hiring and talent acquisition
Own end-to-end recruitment for Head Office and project sites — engineers, project managers, site supervisors, accounts, planning and support staff — across multiple states.
Manage job postings, sourcing (Naukri, LinkedIn, referrals, consultants), screening, interview coordination, offers and onboarding.
Maintain a bench of pre-screened site staff to support mobilisation of new projects.
Conduct reference and background verification for all hires.
Labour law compliance and liaison
Ensure full statutory compliance at all sites and HO under the Labour Codes and applicable Central and State laws: CLRA licences, BOCW registration and cess, EPF, ESIC, Minimum Wages, Payment of Wages, Payment of Gratuity, Maternity Benefit, Bonus, Shops & Establishments and related registers, returns and notices.
Liaise with Labour Commissioners, Assistant/Regional Labour Officers, EPFO, ESIC and BOCW boards in the states where the company operates.
Manage the Shram Suvidha portal end-to-end: registrations, licence applications and renewals, annual returns and LIN-based filings.
Handle labour inspections, show-cause notices and disputes; coordinate with the company's advocates on labour court, industrial tribunal and other employment-related litigation and maintain the case tracker.
Ensure compliance by sub-contractors and manpower suppliers — labour licences, wage payment proofs, PF/ESI challans — before their bills are cleared, and maintain the related indemnities and records.
Insurance
Arrange, renew and administer Contractor's All Risk (CAR) and Workmen's Compensation (WC) policies for every project in line with contract requirements; coordinate with insurers and brokers; track sums insured, endorsements, expiries and premium payments.
Manage claims under CAR and WC policies from intimation to settlement, including documentation and site coordination.
HR policy and administration
Draft, update and implement HR policies, the Employee Handbook, circulars and SOPs for HO and sites, keeping them aligned with the Labour Codes.
Oversee employee records, confirmations, transfers, disciplinary matters, grievances and exits, ensuring proper documentation and process.
Supervise the HR Executive responsible for ERP (Nway), attendance, leave and payroll inputs; review leave, attendance and payroll data before release and ensure records are accurate and properly authorised.
Prepare MIS for management on manpower, attrition, compliance status and open cases.
Candidate profile
10–15 years in HR, with at least 5 years handling labour compliance for a construction, infrastructure or EPC company with sites in multiple states.
Hands-on with Shram Suvidha portal, CLRA/BOCW procedures, EPF/ESIC portals and state labour department processes.
Working knowledge of the Labour Codes (Code on Wages, IR Code, Social Security Code, OSH Code) and their rules.
Experience with CAR and WC insurance policies and claims for construction projects.
Experience handling labour inspections, notices and litigation with external counsel.
Strong drafting skills in English and Hindi — policies, replies to authorities, formal correspondence.
Proficient in MS Excel and HR/ERP systems.
Willing to travel to project sites as required.
High personal integrity; comfortable working with a high degree of accountability to the Directors. Background verification and reference checks are mandatory for this position.
