Policy Associate

Position Summary
Powering Prosperity is seeking a proactive and resourceful professional to help advance state-based energy policy and support the development of innovative, market-oriented policy solutions.
The Policy Associate is intentionally designed as a leadership development role for someone with strong research, writing, and analytical skills who is interested in developing deep expertise in energy and electricity policy.
Working closely with the Director of Policy and Executive Director, the Policy Associate will research emerging energy issues, analyze legislative and regulatory proposals, develop policy materials, and support national and state-based research initiatives. This is an opportunity to build substantive policy expertise while helping grow a state-focused energy advocacy organization.
What You'll Do
Policy Research & Development
Research emerging energy technologies, electricity markets, and state policy innovations.
Analyze legislation, regulatory proposals, and policy developments from across the country.
Draft policy memos, legislative and regulatory summaries, issue briefs, white papers, and model legislation.
Develop background and briefing materials for policymakers, regulators, coalition partners, and other stakeholders.
Help maintain and expand Powering Prosperity's library of model policies, research, and legislative resources.
As appropriate, manage Powering Prosperity’s engagement in targeted regulatory proceedings with support from consultants and Director of Policy.
Support the Director of Policy on national research initiatives, state-specific policy projects, and special assignments.
Strategic & Organizational Support
Monitor emerging policy trends and identify issues relevant to Powering Prosperity's work.
Partner with the Executive Director and senior team on presentations, board materials, and funder updates.
Support strategic planning and organizational growth initiatives.
Collaborate with the campaigns team to translate policy research into useful materials for state advocacy efforts.
Travel to priority states, conferences, and events as needed.
Contribute to cross-functional projects in a fast-moving, growing organization.
What We're Looking For
2–5 years of experience in public policy, legislative affairs, government affairs, utility regulatory proceedings (e.g., experience at or advocating before a public utility commission), research, advocacy, think tanks, public affairs, or a related field; exceptional early-career candidates may also be considered.
Strong writing, research, and analytical skills.
Ability to understand complex policy issues and communicate them clearly to different audiences.
Strong organizational skills and attention to detail.
Intellectual curiosity and an interest in developing expertise in energy and electricity policy.
Ability to manage multiple research projects and deadlines.
Excellent interpersonal skills and comfort working with policymakers, industry leaders, and external partners.
A startup mentality and willingness to contribute wherever needed.
Ability to work effectively in a largely or fully remote environment.
Particularly relevant backgrounds may include:
State legislative or governors’ offices
Regulatory/technical (public utility commissions, RTOs, energy or regulatory advocates/law firms, etc.)
Political or issue advocacy campaigns
Government affairs or public affairs firms
State-based advocacy organizations
Trade associations
Think tanks or nonprofit policy organizations
Electric utilities
Oil and gas companies
Independent power producers
Energy infrastructure companies
Previous energy experience is a plus, but not a requirement. We'd rather hire someone who understands conservative politics and is excited to learn energy than someone who understands energy but lacks political instincts.
Location
Remote. Candidates should have reasonable access to an airport given the travel requirements of the position.
Preference may be given to candidates located in Washington, D.C. or one of Powering Prosperity’s priority markets (IN, LA, OH, OK, UT).
Compensation
Salary range: $90,000–$140,000, commensurate with experience, with performance-based compensation growth over time.
