HummingBird is hiring on behalf of its client, a Fortune 500 company, for an experienced Contingent Workforce Program Manager based in Pune.
About the Role
We are seeking an accomplished Contingent Workforce Program Manager with 8–12 years of experience in managing enterprise contingent workforce programs, vendor ecosystems, workforce operations, and compliance frameworks.
The ideal candidate will have strong expertise in Managed Service Provider (MSP) programs, Vendor Management Systems (VMS), contingent workforce governance, supplier management, workforce analytics, and cost optimization.
This role will be responsible for overseeing the end-to-end contingent workforce lifecycle, driving operational excellence, strengthening supplier partnerships, and ensuring workforce programs align with organizational objectives.
Key Responsibilities
1. Contingent Workforce Strategy & Program Management
Develop and execute contingent workforce strategies aligned with enterprise workforce objectives.
Manage end-to-end contingent workforce programs covering sourcing, onboarding, engagement, extensions, and offboarding.
Establish scalable operating models for contingent labor management across business functions.
Drive standardization of workforce processes, policies, and governance frameworks.
Partner with business leaders to understand workforce requirements and optimize contingent talent utilization.
2. MSP & VMS Management
Oversee Managed Service Provider (MSP) relationships and program performance.
Manage and optimize Vendor Management Systems (VMS) such as SAP Fieldglass, Beeline, or equivalent platforms.
Ensure effective requisition management, supplier distribution, candidate submissions, approvals, and onboarding workflows.
Monitor MSP service delivery against established SLAs and KPIs.
Identify opportunities for process automation and operational improvements.
3. Supplier & Vendor Management
Develop and manage a high-performing contingent workforce supplier ecosystem.
Conduct supplier performance reviews and establish measurable scorecards.
Monitor supplier quality, responsiveness, fulfillment rates, and compliance.
Support supplier selection, onboarding, contract negotiations, and performance improvement.
Drive supplier rationalization and strategic vendor partnerships where appropriate.
4. Workforce Compliance & Risk Management
Ensure contingent workforce programs comply with applicable labor laws, contractual obligations, and enterprise policies.
Establish governance for worker classification, tenure management, onboarding documentation, and offboarding.
Collaborate with Legal, HR, Procurement, Finance, and Compliance teams to mitigate workforce-related risks.
Maintain appropriate audit trails, documentation, and compliance reporting.
Support governance for Independent Contractors (IC), temporary workers, and SOW engagements.
5. Financial Management & Cost Optimization
Manage contingent workforce budgets, spend visibility, and cost-control initiatives.
Analyze labor rates, supplier markups, workforce utilization, and program expenditures.
Develop rate-card governance and support commercial negotiations.
Identify opportunities for cost savings through supplier optimization, process improvements, and workforce planning.
Provide financial insights and recommendations to senior stakeholders.
6. Workforce Analytics & Reporting
Establish and monitor key contingent workforce metrics, including:
Time-to-fill and requisition aging
Supplier fulfillment and submission quality
Contingent workforce spend
Cost savings and cost avoidance
Worker tenure and utilization
Compliance adherence
Hiring manager satisfaction
MSP and supplier SLA performance
Develop executive dashboards and management reports.
Leverage workforce analytics to improve decision-making and program effectiveness.
7. Stakeholder Management
Partner with Procurement, HR, Talent Acquisition, Finance, Legal, and business leadership.
Act as the primary point of contact for contingent workforce program operations.
Facilitate governance meetings, supplier reviews, and program performance discussions.
Provide guidance to hiring managers on contingent workforce policies and processes.
Build strong relationships with internal stakeholders and external workforce partners.
8. Program Transformation & Continuous Improvement
Identify opportunities to enhance workforce program efficiency through automation, AI, and digital technologies.
Support MSP/VMS implementation, migration, or optimization initiatives.
Drive continuous improvement across sourcing, onboarding, supplier management, and compliance.
Contribute to Total Talent Management initiatives integrating permanent and contingent workforce strategies.
Required Qualifications
Bachelor's degree in Human Resources, Business Administration, Supply Chain Management, Procurement, or a related discipline.
8–12 years of experience in Contingent Workforce Management, MSP Program Management, Workforce Operations, or Strategic Procurement.
Proven experience managing enterprise-scale contingent workforce programs.
Strong understanding of MSP operating models and VMS platforms.
Hands-on experience with SAP Fieldglass, Beeline, or similar workforce management systems.
Experience managing staffing suppliers and vendor performance.
Strong knowledge of contingent workforce compliance, worker classification, and contractual governance.
Experience managing workforce spend, rate cards, supplier commercials, and program budgets.
Strong analytical, reporting, and stakeholder-management capabilities.
Excellent communication, negotiation, and problem-solving skills.
Preferred Qualifications
Experience working within a Fortune 500 company, global MNC, or large enterprise environment.
Experience managing multi-location or global contingent workforce programs.
Exposure to Direct Sourcing, Independent Contractor Compliance, and SOW management.
Experience implementing or transforming MSP/VMS programs.
Familiarity with Total Talent Management and workforce planning.
Experience using Power BI, Tableau, Excel, or similar reporting tools.
Understanding of AI-enabled workforce management and recruitment automation.
