Program Manager, Project Management Capability & Governance

About The Role
We are seeking an experienced Project Management Capability & Governance Consultant to support the development of a Project Management Capability Program within a complex, highly regulated organization.
The consultant will assess the capabilities of Project Managers and Project Leaders and help develop frameworks for qualification, competency assessment, governance, professional development and career progression. The engagement will also support the design of a Project Management Centre of Excellence (PMCoE) and associated training and development programs.
Key Responsibilities
Conduct structured interviews, competency assessments and reviews of PM/PL experience, qualifications and project delivery records.
Assess current project management capabilities and identify development opportunities.
Develop or support PM qualification and competency frameworks, including qualification levels, requirements and progression pathways.
Support the design of a Project Management Centre of Excellence (PMCoE), including governance, standards, tools, templates and communities of practice.
Develop training needs analyses, competency-based development programs and supporting curriculum.
Develop assessment methodologies, scoring tools, capability profiles and governance processes.
Analyze assessment findings and provide recommendations to improve project delivery capability and maturity.
Work closely with senior stakeholders and project delivery leadership throughout the engagement.
Prepare clear reports, recommendations and implementation materials suitable for senior leadership.
Qualifications & Experience
15+ years of relevant professional experience in project management, project delivery governance, PMO/PMCoE development, capability assessment or organizational project management transformation.
Demonstrated experience developing or implementing PM qualification frameworks, competency models, capability assessments or PMCoEs.
Experience conducting structured interviews, assessments, scoring/calibration and developing capability findings.
Experience in complex, highly regulated environments such as nuclear, energy, infrastructure, engineering/construction or public sector.
Strong understanding of project governance, project delivery practices and organizational capability development.
Excellent stakeholder engagement, communication, analytical and report-writing skills.
Experience developing training, professional development or competency-based learning programs is an asset.
