Role: Program Management Office (PMO) Assurance Officer / Project Governance & Mobilisation Officer
Contract: 12 months + 12-month extension
Start Date: 1 November 2026
Location: QLD, WA, ACT, VIC, NSW, NT, SA & TAS
Working Arrangement: Hybrid – minimum 2 days per week from the nearest state office. WFH arrangements may be negotiated.
Security: Baseline clearance
Level: EL1 equivalent

About the opportunity
We’re looking for an experienced PMO Assurance Officer / Project Governance & Mobilisation Officer to join the Digital Enablement Section within the Department of Health, Disability and Ageing.
This role will help turn new digital initiatives from early concept and business case development through to implementation readiness.
You’ll work across business, policy, digital and delivery teams to put the right governance, planning, assurance and risk arrangements in place so initiatives are ready to move into delivery.
What you’ll be doing
You will:
Establish and improve project governance frameworks, delivery processes and assurance arrangements.
Support implementation readiness, including governance, resourcing, risks, stakeholders and transition planning.
Provide advice on project governance, implementation planning, risk management and investment development.
Develop and maintain implementation plans, governance documents, schedules, registers and reporting products.
Identify and manage risks, issues, dependencies, assumptions and delivery constraints across multiple initiatives.
Prepare executive briefs, governance papers, reports and presentations for senior stakeholders and governance forums.
Support business areas with digital governance obligations and whole-of-government digital standards.
Develop governance templates, tools, guidance and processes to improve consistency across the portfolio.
Work closely with stakeholders to resolve delivery challenges and support successful mobilisation of new initiatives.
What we’re looking for
We’re particularly interested in candidates who have:
✅ Strong PMO, project governance, project assurance or program governance experience.
✅ Experience working on Australian Government programs, reforms or complex digital initiatives.
✅ Experience establishing or uplifting governance frameworks, delivery frameworks and implementation readiness processes.
✅ Experience developing business cases, investment proposals, implementation plans or project initiation documentation in a government environment.
✅ Strong understanding of risk, issue, dependency and stakeholder management.
✅ Excellent written and verbal communication skills, with experience preparing executive briefs, governance papers and senior-level reporting.
✅ Experience working across business, policy, digital and delivery teams in complex environments.
Government experience
Experience supporting significant government reform initiatives is highly relevant, particularly exposure to:
Government budget processes
Gateway Reviews
Government audit and assurance processes
Digital governance requirements
Whole-of-government digital standards
Investment and governance processes
Essential requirements
Candidates will need to demonstrate:
Strong alignment with the role, duties and responsibilities outlined above.
Exceptional written and verbal communication skills, particularly with senior executives and governance forums.
Experience supporting government reform initiatives, including budget, Gateway Review and audit processes.
Experience establishing or improving project governance, delivery frameworks and implementation readiness.
Experience supporting business cases, investment proposals, implementation plans or project initiation documentation within government.
Strong ability to manage risks, issues, dependencies and delivery constraints across multiple initiatives.
Strong stakeholder engagement and influencing skills, working across business, policy, digital and delivery teams.
Ability to obtain and maintain Baseline security clearance.
