Role Details: PMO Assurance Officer / Project Governance and Mobilisation Officer - EL1 Level
Contract Duration: 12 months + 12 months (possible extension)
Work Location: All States (work 3 days from office and 2 days from home each week)
Eligibility: Baseline Security Clearance
Key Responsibilities:
Mandatory Skills & Experience:
Profile required: PMO Assurance Officer / Project Governance and Mobilisation Officer to support the Digital Enablement Section to mature digital initiatives from concept and business case development through to implementation readiness.
Demonstrated exceptional written and oral communication skills, capable of writing for and communicating to senior executive audiences at forums such as governance boards, executive updates and briefs.
Demonstrated experience supporting significant government reform initiatives, including familiarity with Government budget processes, gateway reviews and audits processes, and the governance expectations to support DHDA.
Demonstrated experience establishing or uplifting project governance, delivery frameworks and implementation readiness arrangements for complex programs or initiatives.
Experience supporting the development of business cases, investment proposals, implementation plans or project initiation documentation within a government environment.
Demonstrated ability to identify and manage risks, issues, dependencies and delivery constraints across multiple initiatives and stakeholders.
Strong stakeholder engagement and influencing skills, including the ability to work collaboratively with business, policy, digital and delivery teams to achieve outcomes in complex environments.
Niche/core experience to target:
Establish and uplift fit-for-purpose governance arrangements, delivery frameworks, reporting processes and assurance activities.
Provide advice and guidance on project governance, implementation planning, risk management and investment development.
Coordinate implementation readiness activities, including governance, resourcing, stakeholder engagement, risk management and transition arrangements.
Develop and maintain implementation plans, governance documentation, schedules, registers, reporting products and briefing materials.
Identify, assess and manage risks, issues, dependencies, assumptions and delivery constraints across initiatives.
Prepare high-quality reports, executive briefings, presentations and governance papers.
Partner with stakeholders to resolve delivery challenges and support the successful mobilisation of initiatives.
Develop and maintain governance templates, tools, guidance materials and processes.
Highly desirable:
Supporting business areas to meet digital governance obligations, including the Digital Experience Policy and broader whole-of-government digital standards.
