Position summary
The Project Manager leads the planning, execution, and delivery of project activities across CMS/CCSQ programs and Lines of Business (LOBs). This role is responsible for managing scope, schedule, and deliverables, while ensuring alignment with CCSQ and ISG strategic priorities. The Project Manager provides day-to-day oversight of project execution, coordinates across cross-functional teams, and ensures transparency through reporting, governance, and stakeholder engagement. Operating within a complex federal health IT environment, the Project Manager ensures that project activities are effectively planned, tracked, and executed, with risks and dependencies proactively managed. This role supports integrated planning and execution across programs and LOBs, enabling consistent delivery aligned with CMS objectives and operational requirements.
What will you do in this role?
Project Planning and Execution
Lead execution of larger or more complex projects involving multiple teams, workstreams, or LOBs
Lead planning and execution of project activities, ensuring alignment with scope, schedule, and delivery objectives
Develop and maintain project plans, timelines, and work breakdown structures
Coordinate across project teams to ensure timely execution of tasks and milestones
Support planning and execution of key program activities, including PI Planning, governance meetings, and project reviews
Project Coordination and Delivery Management
Provide oversight across multiple concurrent projects or workstreams, ensuring alignment and prioritization
Manage day-to-day coordination across cross-functional teams, including technical, program, and stakeholder groups
Ensure alignment between project activities, priorities, and dependencies
Monitor project progress and proactively address execution challenges
Facilitate resolution of cross-team dependencies and delivery risks
Reporting and Performance Management
Lead development and quality review of project reporting artifacts and executive deliverables
Develop and maintain project-level reporting, including status updates, risks, and performance metrics
Provide visibility into project performance through dashboards, executive summaries, and status reports
Ensure accuracy and consistency of data used in reporting and decision-making
Support tracking of KPIs, OKRs, and other performance indicators
Risk, Issue, and Dependency Management
Identify, track, and manage risks, issues, and dependencies across project activities
Maintain risk and issue logs in CMS-approved tools (e.g., Jira)
Coordinate with teams to monitor mitigation strategies and escalate issues as needed
Ensure alignment with CMS risk management processes and frameworks
Stakeholder Engagement and Communication
Serve as primary point of contact for project delivery, stakeholder coordination, and issue resolution
Serve as a key point of coordination between project teams, leadership, and stakeholders
Ensure clear and consistent communication of project priorities, progress, and decisions
Support preparation and delivery of executive-level materials, briefings, and updates
Facilitate stakeholder alignment across teams and program areas
Governance and Process Alignment
Support refinement of project management processes, governance structures, and delivery practices
Ensure adherence to established governance structures, processes, and standards
Support implementation of project management practices aligned to CMS and CCSQ expectations
Contribute to continuous improvement of project management processes, tools, and templates
Promote transparency, accountability, and consistency across project activities
Team Leadership and Mentorship
Mentor and guide junior project management staff, supporting onboarding and development
Ad Hoc Project Support
Coordinate closely with the Portfolio Manager and LOB Leads on high-visibility initiatives and cross-program efforts
Provide support for emerging, time-sensitive, or high-visibility project needs
Support special initiatives, leadership requests, and cross-program coordination efforts
Ensure responsiveness to evolving CCSQ priorities while maintaining alignment with project objectives
What do you need to succeed in this role?
Bachelor’s degree (BA/BS)
Ability to obtain and maintain a Public Trust suitability for government client
8+ years of experience managing projects within federal IT or health IT environments
Demonstrated experience leading complex or multi-workstream projects
Experience managing stakeholder engagement across multiple teams or organizations
Experience overseeing project performance, reporting, and delivery outcomes
Strong leadership, coordination, and decision-making skills
Preferred Certifications & Qualifications
Prior CMS, HHS, or CCSQ/ISG experience strongly preferred
Project Management Professional (PMP) certification
SAFe certification or Agile certification
Experience supporting multiple concurrent projects or workstreams within a portfolio environment
Familiarity with CCSQ Lines of Business (HQR, QPP, CQP/QIO, iQIES, EQRS) or similar programs
Experience supporting risk management processes (e.g., RIMP, ROAM)
Experience developing dashboards, reporting tools, or executive-level briefings
Experience supporting governance processes and stakeholder engagement across programs
In compliance with this state’s pay transparency laws, the base compensation range (25%-50%-75%) for this role is $125,000- $130,000- $135,000. This is not a guarantee of compensation or salary, as final offer amount may vary based on several factors including but not limited to experience and geographic location. Compensation ranges for roles in our Government Services pillar are determined by contract with the specific government agency Sikich is servicing.
