Job Description
Deliver cost assessments, reviews, and assurance services, including the preparation and presentation of independent estimates, cost plans, benchmarks, and reconciliations.
Support the validation and challenge process of contractor estimates, target costs/prices, and commercial submissions, particularly within collaborative delivery models such as Progressive Design-Build (PDB), CMAR, and CMGC.
Prepare and review estimates throughout various stages of project development, from business case and concept design through detailed design, procurement, and delivery.
Support estimating uncertainty analysis and quantitative risk assessment activities as part of target cost validation and project cost assurance.
Contribute to value engineering and cost optimization initiatives to support informed decision-making and value-for-money outcomes.
Develop and maintain estimating databases, benchmarks, and cost models for major infrastructure projects.
Collaborate with multidisciplinary project teams, clients, designers, contractors, and other stakeholders to ensure robust and defensible cost outcomes.
Assist in the development of junior estimators by sharing technical knowledge, best practices, and estimating methodologies.
Prepare technical reports, presentations, and cost advice for internal and external stakeholders.
Maintain awareness of market conditions, industry trends, and emerging estimating practices within the infrastructure sector.
Degree in Quantity Surveying, Civil Engineering, Construction Management, Engineering, or a related discipline.
Minimum 8-10 years of experience in infrastructure estimating, cost management, cost planning, or cost assurance on major capital projects.
Demonstrated experience across transportation, aviation, transit, highways, utilities, or other large-scale infrastructure sectors.
Strong understanding of project development and delivery processes, including collaborative and alternative delivery models such as PDB, CMAR, CMGC, and Design-Build.
Experience preparing, reviewing, and validating estimates across different project phases and levels of design maturity.
Knowledge of risk-based estimating techniques, benchmarking methodologies, and cost assurance practices.
Professional designation or membership (CIQS, RICS, AACE, or equivalent) is preferred or working towards certification.
Proficiency in industry-standard estimating software, cost databases, benchmarking tools, and Microsoft Office applications.
Strong analytical, communication, and stakeholder management skills, with the ability to present technical information clearly and effectively.
Ability to work independently while contributing effectively within a collaborative team environment.
