Job Summary:
Client is seeking a Manager, Oracle HCM Platform & Solution Architecture, to serve as the functional and technical owner of Oracle Fusion Cloud HCM environment. Following Client’s move from ADP, this leader will be the primary steward of the platform’s configuration and roadmap, and the trusted advisor HR leaders turn to when they want to change how the system works.
This is a hands-on solution architect and lead analyst role with responsibility for building out an internal HCM team and leading the Application Managed Services (AMS) partner. The Manager will have command of the current footprint (Core HR, Time & Labor, and Talent), own Oracle quarterly update planning and feature adoption, and serve as the approval point for platform changes. As Client moves into the next phase, (Compensation, Benefits, and Payroll), this leader will help shape the solution design and lead the transition into steady-state support.
The ideal candidate understands HR business processes as well as they understand Oracle HCM configuration, and can sit with a business leader, talk through a proposed change, explain the trade-offs and downstream impacts, and recommend the right path.
Job Roles and Responsibilities:
Platform Ownership & Solution Architecture
Serve as the functional and technical owner of Oracle Fusion Cloud HCM, accountable for configuration integrity, platform health, and alignment with HR business processes across Core HR (workforce structures, person and employment data, self-service), Time & Labor (time entry, schedules, rules, approvals), and Talent (goals, performance, career development, succession).
Act as the solution architect for HCM: evaluate business requests, design configuration and process solutions, assess downstream impacts across modules, integrations, security, and reporting, and recommend the approach that best balances business need, standard functionality, and long-term supportability.
Manage the HCM solution design, configuration standards, workbooks, and decision log so the platform remains understandable, supportable, and auditable, including the environment path (DEV/TEST to PROD), segregation between build and migration roles, and the evidence standards required by HCM ITGCs.
Support the multi-year HCM roadmap in partnership with Technology and HR leadership, and adoption of new Oracle capabilities.
Business Partnership & Advisory
Serve as the primary technology partner and advisor to HR leaders, HRIS, Total Rewards, Talent, and Operations, translating business goals into system capabilities and system constraints back into business terms.
Lead requirements and design sessions for configuration changes, workflow adjustments, approval rules, and new functionality; advise on “configure vs. adapt the process” decisions, promote use of delivered functionality, and communicate trade-offs clearly.
Prepare and present recommendations, impact assessments, and status updates to HR and technology leadership.
Change Management & Data Protection
Own the HCM change and release process: configuration, security, report, integration, and AMS-delivered changes are approved before build, tested in non-production with retained evidence, and approved again before migration to production. Serve as the approval point for production changes while holding no build or migration access, preserving segregation of duties.
Serve as control owner for HCM IT General Controls (ITGCs) across change management, logical access, and SOC 1 review, partnering with Internal Audit and Security on control design, evidence, and remediation.
Ensure HCM configuration, security, and data handling protect employee PII, PHI, and sensitive HR data and meet HIPAA, privacy, and enterprise requirements.
Oracle Quarterly Updates & Feature Adoption
Own Oracle quarterly update planning and execution: review release content, assess impacts to configuration, security, integrations, and reporting, define regression scope, coordinate business testing, and manage the go/no-go decision with HR, IT and the AMS partner.
Maintain a feature adoption backlog, evaluating new Oracle capabilities (including Redwood page adoption and embedded AI features) against business priorities and driving adoption of opt-in features that improve user experience or reduce manual work.
Manage environment strategy and refresh scheduling in coordination with Oracle and the AMS partner.
AMS & Delivery Leadership
Lead and direct the AMS partner team: set priorities, manage the ticket and enhancement backlog, review deliverables for quality and alignment with design standards, enforce the change control and migration process for all partner-delivered work, and hold the partner accountable to SLAs and outcomes.
Serve as escalation point for production issues, Oracle service requests, and cross-functional defects, ensuring timely, root-cause-based resolution.
Oversee integrations between Oracle HCM and downstream systems (identity management, benefits carriers, finance, timekeeping devices, learning) from a functional-ownership standpoint, including monitoring, error resolution, and change impacts.
People Leadership & Talent Development
Build out and directly manage an internal team of HCM analysts and technical/integration resources, including hiring, performance management, coaching, and development planning.
Build team depth in configuration, reporting, integrations, and business partnership so day-to-day analysis and development can be delegated while the Manager focuses on design and advisory work.
Establish clear ownership, strong documentation habits, and a culture of accountability, continuous improvement, and user-centric design across the internal and AMS team.
Job Requirements (Education, Experience, and Training):
Required:
8+ years of Oracle HCM (Fusion Cloud) experience, including 3+ years in a lead functional, solution architect, or platform owner role.
Deep hands-on configuration expertise in:
Core HR: enterprise and workforce structures, person and employment models, actions and reasons, approval rules and workflow (BPM / Transaction Console), self-service, and HCM security (roles, data roles, security profiles)
Time & Labor: time entry layouts, time processing rules and fast formulas, work schedules, approvals, and Absence integration
Talent Management: goals, performance, talent profile, career development, and succession planning
Demonstrated experience leading or directing an AMS partner or managed-service team, including backlog management, quality review, and SLA accountability.
Ownership of Oracle quarterly update cycles, including impact assessment, regression planning, and feature adoption.
Experience as a change-control approver or ITGC control owner in a SOX/SOC 1 environment, including segregation-of-duties design for application changes and evidence of user access reviews.
Working knowledge of HDL/HSDL, HCM Extracts, OTBI, and BI Publisher sufficient to direct and review analyst and AMS work (deep development skill not required).
Experience with Oracle HCM integrations and functional ownership of interface monitoring and error resolution.
Strong business partnership and communication skills, with a track record of advising HR leaders on system and process decisions.
Prior management experience or demonstrated readiness to build and manage a technical team.
Bachelor’s degree in information systems, Human Resources, Business, or related field, or equivalent experience.
Preferred:
Oracle HCM Cloud certifications (Core HR, Time & Labor, Talent, or related).
Implementation or support experience with Oracle Compensation, Benefits, or Payroll.
Experience with a migration from ADP or another legacy HCM/payroll platform.
Experience in regulated or healthcare-adjacent environments with HIPAA, PII, and PHI requirements.
Experience adopting and extending Redwood pages (Visual Builder Studio, Business Rules), configuring Journeys, and enabling Oracle Search.
Experience with Oracle Fusion AI Data Platform (FAIDP, formerly Fusion Data Intelligence) and Fusion HCM Analytics enablement.
Key Competencies:
HR Process & Oracle HCM Solution Acumen
Business Partnership & Advisory Influence
Change Control & Risk Awareness
Vendor & AMS Leadership
Release Planning & Feature Adoption
Clear Communication & Trade-off Analysis
Team Building & Talent Development
Operational Excellence & Continuous Improvement
