CODE ENFORCEMENT SUPERVISOR
City of Rockport | Development Services Department
Grade 16 | Non-Exempt | Full-Time

Are you a detail-oriented leader who takes pride in your community? The City of Rockport is looking for a motivated and knowledgeable Code Enforcement Supervisor to help maintain community standards, promote public safety, and preserve the beauty of our city!
This position offers the opportunity to work with residents, lead Code Enforcement operations, and make a positive impact throughout Rockport.
🔹 What You'll Do
Respond to citizen complaints, concerns, and questions regarding city code violations.
Conduct routine patrols, inspections, and follow-up inspections to ensure compliance with city codes and ordinances.
Investigate potential violations, research cases, and determine appropriate enforcement actions.
Prepare violation notices, investigation reports, stop-work orders, and other enforcement documentation.
Prepare cases for court proceedings and testify at appeals hearings when necessary.
Assist in reviewing, updating, and implementing city codes and ordinances.
Prepare monthly and annual reports tracking Code Enforcement activities and productivity.
Coordinate onboarding and training for new Code Enforcement employees.
Provide leadership and supervision to Code Enforcement personnel and perform supervisory duties in the absence of the Director of Development Services.

We're looking for a professional who is fair, approachable, organized, and committed to serving our community.
The ideal candidate will bring:
Strong knowledge of code enforcement practices, municipal codes, and ordinances.
Excellent communication and customer service skills, including the ability to handle sensitive or challenging situations professionally.
Strong investigative, problem-solving, and decision-making abilities.
Attention to detail and excellent recordkeeping and documentation skills.
Ability to manage multiple cases, inspections, and deadlines effectively.
Confidence in providing direction, training, and support to team members.
Proficiency with computers, office applications, and reporting systems.
Ability to work independently while maintaining positive relationships with residents, coworkers, and other agencies.
🔹 Minimum Requirements
High school diploma or equivalent.
At least two (2) years of relevant experience in code enforcement or a similar position, or equivalent apprenticeship/internship experience.
Possession of, or ability to readily obtain, a valid Texas driver's license appropriate for assigned duties.
Current State of Texas certification as a Registered Code Enforcement Officer.
Code Enforcement Officer II certification, or the ability to obtain certification within one (1) year of employment.
🔹 Preferred Qualifications
Previous supervisory or team leadership experience.
Experience working in municipal government or a related regulatory environment.
Experience preparing court cases, presenting evidence, or testifying at hearings.
Familiarity with code enforcement reporting, data tracking, and case management systems.
Experience training or mentoring employees.
Current Code Enforcement Officer II certification.
🔹 Work Environment & Physical Demands
Combination of office work and field inspections throughout the city.
Outdoor work in varying weather conditions, including occasional extreme temperatures.
May involve exposure to noise, dust, dirt, grease, and other environmental conditions.
Requires periods of sitting, standing, walking, bending, stooping, crouching, and occasional ladder climbing.
Must be able to lift light objects frequently and occasionally lift heavier objects.
May require the use of personal protective equipment, including gloves, masks, and safety goggles.
