Regional Security Adviser

What we are looking for
The Norwegian Refugee Council (NRC) is seeking a highly qualified, resilient, and dynamic professional to take up the role of Regional Security Adviser for Latin America. This role is responsible for developing, evaluating and monitoring NRC’s regional security risk management approach in accordance with global standards, with an overall objective to enable the delivery of a safe and principled humanitarian response.
While NRC has largely been successful with regards to delivering assistance to people in need, security and access constraints pose a challenge to humanitarian operations across the region. Conflict and violence, environmental and physical challenges, bureaucratic obstacles, interference in humanitarian operations, are all obstacles to delivery of services and protection to displacement affected people. The Regional HAS Adviser plays a fundamental role in security risk management, in capacity building of HAS colleagues and country management, as well as in operationalizing Duty of Care and humanitarian access strategies across the region.
What you will do
Promote and stimulate a culture of enabling a safe and principled humanitarian response, in line with the Humanitarian Principles and taking Programme Criticality into account.
Ensure quality recruitment, induction, guidance, support, mentoring, capacity building, and development of HAS staff in the country offices to strengthen operational leadership.
Maintain a detailed understanding of the context within the region, including analysis and forecasting, and brief regional management on key security developments, access impediments, and emerging threats within the region. Work with management to ensure that the relevant mitigation measures are in place.
In collaboration with People & Organisation, the Regional Head of Operational Support and the Regional Director, ensure Duty of Care standards are upheld, reflecting the diversity of the NRC workforce in the region.
Provide technical review of HAS management documents for all countries in the region to ensure they comply with NRC standards, including Security Risk Assessments (SRA), Contingency Planning, Medical Emergency Plan, and Hibernation, Evacuation and Relocation Plans.
Technically support the development and implementation of access strategies across the region, ensuring a systematized approach to engagement.

What you will bring
Minimum five years of experience from working as a manager in a humanitarian/recovery context.
Advanced knowledge of principles and practices in broad humanitarian action, NGO safety and risk management, humanitarian access, and civil-military coordination
Strong understanding of Humanitarian Principles and their application in programmatic and advocacy responses
Previous experience from working in complex and volatile contexts.
Documented results related to the position’s responsibilities.
Knowledge about own leadership skills/profile.
Fluency in English and Spanish, both written and verbal.
Valid driver’s license.
Prior work experience at the country level, with programme implementation as a plus. Country Director and Area Manager are relevant profiles in addition to Access and/or Security Manager profiles.
Experience or qualifications in humanitarian access and negotiations.
Experience in risk management for implementing partners and remote management.
Prior experience as a trainer
Working proficiency in French is an asset.
