Data Flow & Interconnection Lead (ISA)

Data Flow & Interconnection(ISA) Lead directs the ISA team in executing established interconnection discovery, classification, documentation, and tracking processes across the Knox boundary, Kyndryl on-premises environment, SaaS platforms, and external partners. Applies Security Governance & Compliance workstream processes to the interconnection workstream on a day-to-day basis; ensuring material system-to-system connections are identified, documented, and reflected in authorization-readiness reporting on schedule. Collaborates closely with GovRAMP Architecture, Security Governance & Authorization Lead, Knox, and Kyndryl.
Required Experience
5+ years in cloud security/compliance with direct FedRAMP ISA documentation experience
Hands-on experience interpreting network/app architecture, data flow diagrams, API inventories, and infrastructure-as-code outputs
Deep familiarity with Azure/AWS cloud networking: VNets, VPCs, subnets, NSGs, private endpoints, ExpressRoute, transit gateways
Understanding of commercial-to-gov cloud migration impacts (Azure/AWS → Azure Government/AWS GovCloud)
Authentication/access mechanisms: OAuth, SAML, API keys, service accounts, mutual TLS
Encryption in transit, TLS versions, certificate management, FIPS 140-2/3 compliance
REST/SOAP APIs, message brokers, middleware platforms
NIST SP 800-53 CA-3 and assessor evaluation criteria for interconnections
3PAO or assessor-side experience strongly preferred (ISA applicability criteria with Coalfire not yet finalized; Lead must apply intelligently as confirmed)
Core Responsibilities
Execute interconnection discovery, classification, and documentation across Knox, Kyndryl, SaaS, and external partner environments
Translate technical architecture into compliance-relevant ISA documentation for 248 in-scope applications
Anticipate interconnection documentation needs before migration waves occur; ensure ISA treatment is not a boundary-entry blocker
Validate authentication, encryption, and access configurations meet FedRAMP requirements
Interface with architecture teams, Knox, Kyndryl, and Coalfire assessors
Apply ISA applicability criteria as finalized with Coalfire; operate with incomplete direction when necessary
Critical Context
Applications are migrating from commercial Azure/AWS into Knox-managed government cloud in waves. Interconnections are being created, modified, and retired throughout the engagement. The Lead must read migration plans, understand network/integration implications, and translate into compliance action well ahead of cutover dates.
Preferred:
Prior FedRAMP ATO or ISA development experience
Understanding of CI/CD pipelines and DevSecOps practices
Experience managing offshore teams
