Magnum Multimedia is a full-service digital agency located in Northern Virginia. We help federal agencies deliver better public services to citizens by providing comprehensive communications, design and technology solutions. As our team grows to support new and expanding contracts, we are looking for a hands-on HR Manager to serve as our in-house HR function — owning the full employee lifecycle from recruiting through offboarding, with particular attention to the compliance requirements that come with supporting federal government contracts.
ABOUT THE ROLE
The Human Resources Manager will act as the company's primary in-house recruiter and HR generalist, managing hiring, onboarding (including federal onboarding paperwork required for Public Trust clearance determinations), offboarding, compensation and benefits administration, employee relations, performance management support, and compliance with employment law. This is a highly visible, hands-on role for someone who enjoys wearing many hats and wants to help build HR infrastructure at a growing federal contractor.
KEY RESPONSIBILITIES
Serve as the company's in-house recruiter: write and post job announcements, source and screen candidates, review applications, and coordinate and schedule interviews with hiring managers.
Manage full-cycle onboarding for new hires, including preparing, completing, and submitting federal government onboarding forms required for Public Trust security clearance determinations, and tracking each candidate's status through the suitability/adjudication process.
Lead offboarding processes, including exit interviews, benefits transition guidance, timely revocation of system access, and coordination of clearance-related out-processing where applicable.
Administer company compensation and benefits programs, including annual open enrollment, day-to-day plan administration, and coordination with benefits brokers and vendors.
Act as a liaison between upper management and employees, communicating company policies clearly and surfacing employee questions, concerns, and feedback to leadership.
Support the performance review process, including scheduling review cycles, maintaining documentation, and coaching managers on effective, consistent feedback practices.
Resolve workplace conflicts and employee relations issues, conducting fair and thorough investigations and recommending appropriate resolutions.
Ensure company policies and practices comply with applicable local, state, and federal employment laws, as well as requirements specific to federal government contractors (e.g., OFCCP, EEO reporting, and affirmative action obligations).
Forecast future staffing needs in partnership with program and project leadership to support current contract performance, upcoming contract awards, and proposal efforts.
QUALIFICATIONS
Bachelor's degree in Human Resources, Business Administration, or a related field, or an equivalent combination of education and experience.
3–5 years of progressive Human Resources generalist or management experience; prior experience supporting a federal government contractor strongly preferred.
Working knowledge of federal contractor compliance requirements (e.g., OFCCP, EEO, affirmative action) and familiarity with the federal personnel suitability/Public Trust process.
Demonstrated experience administering employee benefits and compensation programs.
Strong interpersonal, written, and verbal communication skills, with sound judgment in handling confidential and sensitive information.
Proven ability to resolve conflict and manage difficult conversations with professionalism and discretion.
Proficiency with HRIS and applicant tracking system (ATS) platforms.
PHR, SHRM-CP, or similar HR certification preferred, but not required.
