Description of Work
The Biennial Residential Surveyor conducts on‑site biennial physical plant and life safety inspections for licensed 24‑hour mental health homes with six beds or fewer, adult care homes with six beds or fewer, and respite services in adult day centers to ensure compliance with licensure requirements and state building codes. The role includes preparing inspection reports using ASPEN software, reviewing findings with facility administrators, and guiding the development of Plans of Correction for identified deficiencies.
This position also performs fire safety inspections, complaint investigations, and other assigned investigative duties. The surveyor plays an essential role in ensuring safe physical environments within licensed residential and day service settings.
Requires extensive statewide travel—typically four days per week with one to two overnight stays—and involves both state‑issued and personal vehicle use depending on availability. Compensated at the Office of Budget Management's established rates.
Key Responsibilities Include:
– Conduct biennial on‑site inspections of licensed mental health homes, adult care homes, and adult day center respite services for compliance with licensure rules and state building codes.
– Perform life safety evaluations of physical plant conditions across assigned facilities.
– Prepare and submit structured inspection reports using ASPEN software.
– Review inspection findings with facility administrators and collaborate on development of Plans of Correction for identified deficiencies.
– Carry out fire inspections, complaint investigations, and other safety‑related inquiries as assigned.
– Document investigative outcomes and ensure all required follow‑up actions are clearly communicated and completed.
– Travel throughout the state four days per week, including one to two overnight stays weekly depending on inspection location.
– Utilize a state vehicle when available / personal vehicle when required and ensure mileage reimbursement processes follow established Office of Budget Management rates.
– Maintain consistent communication with leadership and adhere to all regulatory timelines and documentation standards.

Salary Grade Range: $45,431.00-$79,504.00

Demonstrated experience documenting inspection findings with strong organizational and written communication skills, producing clear reports with accurate punctuation, spelling, and grammar.
Proven physical capability to perform residential facility inspections, including lifting up to 50 pounds, climbing ladders, and accessing roofs, attics, basements, and crawl spaces.
Expert proficiency applying architectural, electrical, and mechanical engineering concepts, techniques, and procedures to evaluate residential occupancies.
Documented success conducting fieldwork that requires extensive statewide travel up to four days per week, including regular overnight stays.
Strong track record operating a motor vehicle safely and consistently to complete statewide inspection responsibilities.

About the Division of Health Service Regulation (DHSR):
The Division of Health Service Regulation oversees medical, mental health and adult care facilities, emergency medical services, and local jails. We check to see that people receiving care in these facilities are safe and receive appropriate care. We make certain that medical buildings are built only when there is a need for them.
About the Construction Section:
The Construction Section within the Division of Health Service Regulation oversees licensing and regulation of health care facilities to ensure compliance with physical plant requirements and federal life safety standards. It is responsible for verifying that jail facility design, construction, and operations meet state rules and statutes. The section also supports the N.C. Medical Care Commission with construction and renovation projects funded through the Health Care Facility Finance Program. Its core functions include reviewing and approving construction plans, inspecting new and existing facilities for licensure or use approval, conducting life safety surveys for Medicare and Medicaid certification, and performing biennial inspections of mental health and adult care facilities. Additionally, the section investigates complaints, provides technical assistance to providers and government entities, administers HFA‑funded projects, and conducts semiannual operational inspections of jails and detention centers. It is organized into five specialized units, each responsible for specific facility types and regulatory functions.
