Position Overview
We are seeking a Delivery Program Manager to lead complex, cross-functional technology programs spanning software delivery, network technologies, and business operations for a major telecommunications technology organization.
This is a high-visibility leadership role responsible for end-to-end program delivery, budgets, prioritization, risk management, executive communication, and governance across multiple Agile teams and initiatives.
Key Responsibilities
Lead the full program lifecycle from intake and funding through delivery and stabilization.
Own program-level budgets, forecasts, milestones, and investment decisions.
Manage programs involving $5M+ in project investments.
Coordinate multiple Agile teams using Scrum, SAFe, or hybrid methodologies.
Manage cross-team risks, dependencies, issues, and impediments.
Partner with Product, Architecture, Finance, and senior leadership on prioritization and tradeoffs.
Serve as the primary point of accountability for program status, outcomes, risks, and delivery.
Prepare and present executive-level roadmap updates, financial narratives, investment insights, and risk assessments.
Facilitate governance reviews and decision-making forums.
Manage and mentor Project Managers and Coordinators.
Establish strong program governance, delivery cadence, and quality standards.
Required Qualifications
Bachelor's degree in Computer Science, Engineering, Business, or related field; Master's/MBA preferred.
8+ years of experience in technology delivery, engineering, or program management.
3+ years leading large, complex programs or value streams.
Demonstrated experience managing $5M+ in multiple projects.
Strong telecom, broadband, cable, or mobile technology experience.
Experience with technologies such as:
DOCSIS
Wi-Fi
PON
LTE/5G
Cloud platforms
DevOps
APIs
SDN/NFV
Advanced experience with Agile/Scrum/SAFe delivery across multiple teams.
Proven experience managing budgets, forecasts, milestones, and investment tradeoffs.
Experience presenting financial and delivery information to executive-level stakeholders.
Experience managing and mentoring Project Managers.
Strong program governance and risk-management experience.
Ability to operate effectively in a matrixed, fast-paced environment.
PMP certification highly preferred.
Ideal Candidate
The ideal candidate is a true Delivery/Program Management leader, not an infrastructure-heavy Project Manager. They should have strong telecom/cable experience, a history of managing $5M+ programs, experience leading Project Managers, and the ability to communicate directly with executives about delivery, financials, risks, roadmap, and investment decisions.
Strong Target Backgrounds
Candidates with experience at organizations such as Verizon/Fios, Spectrum, Comcast, Optimum/Alice, or comparable telecom/broadband organizations are strongly preferred.
Important: The role prioritizes Delivery Leadership and Program Management over hands-on infrastructure engineering.
