Texas Instruments (TI) is looking for an experienced 11 kV, 33 kV or 132 kV Resident Engineer to join our team. As a Facilities Engineer at TI, you'll be directly responsible for building utility systems in support of a semiconductor wafer fab. TI Facilities operates over 150 different utility systems that include chemicals, gasses, variety of electrical systems, water systems, HVAC, waste, vacuum, and controls. These systems are designed to run 24 hours a day, 365 days a year without interruption, creating a state of the art manufacturing environment. Facilities works closely with TI's manufacturing team to understand how the utility systems impact the process as well as how to reduce consumption.
Responsibilities include:
The candidate should hold a valid ST JEK competency at 11 kV, 33 kV or 132 kV, with strong HV electrical experience. Candidates with 11 kV or 33 kV competency will be expected to develop the required knowledge, site experience and competency toward supporting the site's 132 kV Resident Engineer requirements.
To act as a registered competent person and advisor for the company on Electricity Supply Act 447 and Electricity Regulation 1994. Responsible to ensure compliance to the stipulated act and perform the full duty of a 11kV, 33kV or 132kV resident engineer as stipulated in the act.
Liaison between owner and energy commission in any mode of communications including the submission of weekly Borang I to ST
Responsible to sign IOM between owner and TNB
To liaise with National Load Dispatch Center (NLDC), GSO, TNB and ST for any switching required.
Ensure the site's electrical installation, operation and maintenance activities comply with applicable statutory requirements and approved operating practices
Prepare, review and submit applicable statutory reports, notifications, inspection records and other documentation required by ST.
Support the appointment, registration and competency requirements of electrical competent persons for the site.
Carry out duties associated with the Resident Engineer role in accordance with applicable statutory requirements and site authorization.
Advice and assist in the establishment of the Emergency Response Plan and Emergency Remedial and Recovery Action Plan.
Monitor, review and analyze any alarms & guide the engineers to update FMEA & electrical risk assessment.
To perform weekly inspection of 132kV installations and submit report to Energy Commission.
Liaise with TNB, NLDC and local authorities, legal & ESH related to power supply outage and plan shutdown maintenance, activities pertaining to electrical and HV power distribution system. To attend to power supply interruption and breakdown.
Coordinate with TNB, ST, contractors and other relevant stakeholders for electrical supply, shutdown, maintenance and regulatory activities.
Review & advise on Permit to Work for electrical projects and maintenance. To ensure all safety standards are complied.
Ensure all maintenance and operations programs are properly implemented in order to have optimum and sustainable performances (approximate to designed performances) of all installations included in the limit of scope, complying with all legal requirement and internal control limit
Ensure all relevant law statues and regulation relating to electrical system and installation are comply with
Involve in system optimization in term of energy, maintenance & operation to contribute on green initiatives
To review & advise all the project design and commissioning as per the act.
Carry out other duties or responsibilities assigned from time to time.
Communicate effectively with team members & stakeholders.
In the event of an emergency, the Resident Engineer shall be required to reach the site within specific required timeframe based on the site requirement, to support the efficient recovery of the site.
Provide technical oversight and guidance for the safe operation and maintenance of the site's 132 kV and 11 kV electrical systems.
Provide technical guidance to Facilities Engineers and Chargemen on HV switching, isolation, energization, restoration and abnormal operating conditions.
Review switching programs, switching instructions and electrical operating procedures.
Support planned shutdowns, maintenance, testing and commissioning activities.
Attend to electrical supply interruptions, equipment failures and major electrical incidents.
Support reliable operation of critical electrical systems.
Work closely with Facility Operations Manager to review day to day operation, audit & evaluate all the electrical installation to ensure comply with the act but not limited to:
