AI DATA CENTRE PROGRAMME - GOVERNMENT RELATIONS LEAD - PORTFOLIO
Reports to: Portfolio Director; dotted line to Corporate Government Affairs / Public Policy Head
Location: Bhubaneshwar
Experience: 10-12+ years in government affairs, statutory liaison or investment facilitation
Role Purpose
Secure the license to build and operate by owning stakeholder strategy, approvals, incentives and lawful escalation, with documented and ethical engagement.
Required Outcomes
Approved authority map, approvals matrix, submission calendar and escalation route.
Time-bound land, development, environment, fire, power, water, labour, telecom and operating clearances.
Eligible incentives secured, claimed and retained through compliance.
No integrity, commitment or records failure in government engagement.
Stakeholder and approvals strategy
Map investment-promotion, planning, environment, pollution control, fire, electricity, water, labour, local administration and utility stakeholders.
Own the approvals register, prerequisites, submissions, conditions, queries, fees, renewals and technical owners.
Ensure one controlled project-data baseline across all submissions.
Incentives and policy
Assess eligibility under technology, data-centre, industrial, power and investment policies.
Maintain obligation and claims registers for approved incentives.
Monitor regulatory developments and brief leadership on supported impacts.
Community, reputation and integrity
Coordinate local administration, community, skilling/local hiring and official events.
Enforce anti-bribery, gifts/hospitality, due diligence, conflict and records controls.
Ensure intermediaries act only under approved scope, contract and interaction protocol.
Mandatory Qualifications and Experience
Degree/postgraduate qualification in Public Policy, Law, Economics, Engineering, Management or related field.
Major infrastructure, industrial, energy, technology or digital-infrastructure investment experience.
Ownership of multi-agency approvals and state-level incentive administration.
English and Hindi; project-region language strongly preferred.
Preferred Certifications
Regulatory affairs, compliance or governance qualification desirable.
ISO 37001/ethics-compliance training desirable.
PMP preferred.
Skills and Leadership Competencies
Credibility with administration and strict ethical boundaries.
Excellent representations, briefs and decision records.
Regulatory, stakeholder and reputational-risk judgement.
Disciplined action tracking across technical teams.
Candidate Evidence Required
A project credential schedule stating scale, exact personal role, stages led, completion status and reference availability.
Two senior client, owner, utility, regulator or project-leadership references relevant to the role.
Evidence must distinguish direct accountability from general team participation.
