Tendering- Assistant Manager

Job Summary:
The Assistant Manager will be responsible for managing procurement activities through the Government e-Marketplace (GEM) and Central Public Procurement Portal (CPPP). The role requires expertise in tendering processes, vendor assessment, product listing on GEM, and managing reverse auction events. The candidate will ensure compliance with government procurement guidelines and facilitate seamless sourcing and vendor onboarding on these platforms.
Key Responsibilities:
Tendering & Procurement:
Prepare, upload, and manage tenders on CPPP portals as per government and organizational policies.
Coordinate the end-to-end tendering process including bid evaluation, clarification, and award.
Ensure timely submission and compliance of all tender documents.
GEM Vendor Assessment:
Conduct thorough vendor assessment and evaluation based on GEM-defined criteria.
Validate vendor credentials, certifications, and compliance requirements before onboarding.
Maintain and update vendor records and performance data on GEM.
Product Listing on GEM:
Manage and update product catalogs on the GEM portal ensuring accuracy, pricing, and compliance.
Collaborate with vendors for timely and quality listing of goods/services.
Ensure product information is clear, complete, and meets GEM portal standards.
Reverse Auction Management:
Plan and execute reverse auction processes as per project requirements.
Facilitate bidder participation and monitor auction progress ensuring transparency.
Analyze auction data to recommend best vendor selection and pricing.
Compliance & Reporting:
Ensure procurement activities align with government procurement rules and regulations.
Prepare regular reports on tenders, vendor performance, product listings, and auction outcomes.
Support audits and provide necessary documentation as required.
Stakeholder Coordination:
Liaise with internal teams, vendors, and government bodies for smooth procurement operations.
Provide training or guidance to internal users on GEM and CPPP portals usage.
Qualifications & Skills:
Bachelor’s degree in business administration, commerce, supply chain management, or related field.
Minimum 3-5 years of experience in government procurement or tendering with hands-on knowledge of GEM and CPPP portals.
Strong understanding of government procurement rules, tender processes, and reverse auction mechanisms.
Experience in vendor assessment and product listing on GEM.
Excellent communication, negotiation, and stakeholder management skills.
Detail-oriented, organized, and capable of managing multiple tasks simultaneously.
Proficient in MS Office and comfortable working with online procurement platforms.
