Executive, GeM & Tendering

We are looking for a GeM & Tendering Executive to manage the complete bid lifecycle for our education solutions business (Makerspaces, Innovation Labs, Robotics, STEM/STEAM curriculum and related products). You will find and track opportunities across GeM and other bidding platforms, prepare compliant bids, assess and onboard vendors, and support order execution, so that we submit competitive, error-free bids on time and win consistently.
Key Responsibilities
GeM (Government e-Marketplace)
Manage the company's GeM seller account: registration, profile, KYC, category and brand approvals, OEM authorisations, and compliance updates.
Create, upload, and maintain catalogues, product listings, pricing, and specifications, including new product/service category requests.
Participate in all GeM procurement modes: open bids, custom/bunch bids, service bids, reverse auctions (RA), direct purchase, and rate contracts.
Track GeM bids daily and shortlist those matching our portfolio and eligibility.
Prepare technical and financial responses, upload documents, and handle clarifications, representations, and technical evaluation queries.
Manage EMD/bid security, ePBG/performance security, MSME/Startup exemptions, and Make in India (MII) purchase preference claims.
Manage post-award activities: contract acceptance, delivery, CRAC (consignee receipt and acceptance certificate), invoicing, payment tracking, and disputes or penalties.
Tendering on Other Platforms
Identify, track, and bid on tenders across CPPP (eProcure), state e-procurement portals, GePNIC, IREPS, PSU and university portals, and private/corporate platforms (e.g., SAP Ariba).
Use tender alert services (e.g., Tender247, BidAssist, TenderTiger) for lead generation and opportunity tracking.
Handle all bid types: open tenders, limited tenders, single-stage and two-envelope (technical/financial) bids, EOIs, RFQs, RFPs, and empanelment/rate-contract tenders.
Manage digital signature certificates (DSC), portal registrations, and renewals.
Bid Preparation & Compliance
Study RFP/tender documents in detail, prepare eligibility and compliance matrices, and identify risks, deviations, and pre-bid queries.
Prepare technical bids, BOQs/BOMs, pricing sheets, undertakings, affidavits, and declarations.
Coordinate with the Pre-Sales, Finance, Legal, Product, and Operations teams on specifications, pricing, and commercial terms.
Maintain a ready repository of company credentials: incorporation documents, GST, PAN, turnover and net-worth certificates, work orders, completion certificates, ISO and other certifications, and test reports.
Attend pre-bid meetings and submit queries or corrigendum responses on time.
Perform final quality checks before submission to prevent disqualification on technical grounds.
Vendor Assessment & Management
Identify, evaluate, and empanel vendors, OEMs, and channel partners for products and services required in bids.
Assess vendors on technical capability, quality, pricing, delivery timelines, financial stability, compliance, and past performance.
Collect and verify vendor quotations, OEM authorisation letters, datasheets, and compliance documents.
Maintain a vendor database with ratings, price benchmarks, and performance records.
Support negotiation and commercial comparison to reach competitive L1 pricing while protecting margins.
Reporting & Coordination
Maintain a tender tracker/MIS covering bids submitted, won, lost, and pending, with reasons for losses.
Analyse competitor pricing and L1 trends to improve future bidding strategy.
Track bid opening, technical evaluation, and financial evaluation outcomes and report status regularly.
Keep CRM and internal records accurate and up to date.
Required Qualifications & Experience
Bachelor's degree in any discipline (Engineering, Commerce, Business Administration, or Science preferred).
2–5 years of experience in GeM and tender management, preferably in education, EdTech, IT/electronics, or supply-based businesses.
Hands-on experience with all types of GeM bids (open, custom, bunch, service, RA) and seller-side account and catalogue management.
Working knowledge of government procurement rules, including GFR, Make in India orders, MSME/Startup policies, and standard tender terms (EMD, PBG, LD, and so on).
Experience in vendor evaluation, onboarding, and price comparison.
Experience with multiple bidding platforms beyond GeM.
Skills & Competencies
Strong attention to detail and the ability to read and interpret complex tender documents.
Good knowledge of technical specifications, BOQs, and pricing structures.
Proficiency in MS Excel, MS Word, PDF tools, and Google Workspace.
Good written communication for drafting clarifications, representations, and cover letters.
Strong follow-up, time management, and the ability to work under tight submission deadlines.
Basic understanding of contract terms, taxation (GST), and payment terms.
Team player who coordinates well across departments.
