Position Overview
The Vice President of Procurement is responsible for the company's overall procurement strategic planning, organizational management, supplier management, and operational execution. The role encompasses the development of procurement systems, global supplier sourcing, cost management, strategic sourcing, supply chain collaboration, team building, supplier relationship management, and international procurement operations.
The Vice President of Procurement ensures the efficient, stable, and compliant operation of the procurement system; continuously expands the network of high-quality suppliers and strategic partners; optimizes costs, product quality, delivery capabilities, and supply chain stability; and provides reliable procurement and supply chain support for the company's global jewelry business.
Core Responsibilities
I. Procurement Strategy and Operations Management
Formulate medium- to long-term procurement strategies and development plans;
Establish and optimize the overall procurement management system and processes;
Translate corporate strategic goals into concrete procurement plans and execution strategies;
Optimize the procurement organizational structure, functions, and regional footprint;
Implement an efficient, transparent, and standardized procurement management model;
Ensure the continuous, stable, and efficient operation of all procurement lines;
Continuously refine procurement strategies in response to business growth and market changes.
II. Supplier Sourcing and Strategic Procurement
Formulate strategies for domestic and international supplier sourcing and expansion;
Identify, screen, and evaluate high-quality suppliers and strategic partners;
Build and maintain relationships with key, strategic, and long-term suppliers;
Expand access to high-quality, stable, and competitive core supply resources;
Analyze market trends regarding raw materials, jewelry products, and related procurement categories;
Continuously assess supplier pricing, quality, delivery capabilities, and production capacity;
Establish mechanisms for supplier onboarding, evaluation, tiering, and offboarding;
Drive the integration of global procurement resources and the optimization of the supplier base.
III. Procurement Team and Supplier Management
Establish and refine the procurement team management system and talent development mechanisms;
Oversee the assembly, management, training, and performance improvement of the procurement team;
Implement an efficient supplier relationship management system;
Optimize the supplier base, procurement channels, and collaboration models;
Establish mechanisms for supplier performance evaluation and continuous improvement;
Implement scientific procurement performance management and incentive schemes;
Lead the team in efficiently executing corporate procurement strategies and key initiatives;
Enhance the team's professional expertise, negotiation skills, and operational execution capabilities. IV. Procurement Cost and Supply Chain Management
Formulate annual, quarterly, and monthly procurement plans and budgets;
Manage procurement costs, pricing, and expenditures;
Continuously optimize procurement costs through supplier negotiations, procurement consolidation, and long-term partnerships;
Analyze procurement data, supplier data, and key procurement performance indicators (KPIs);
Optimize procurement structures, supplier portfolios, and geographic sourcing layouts;
Control procurement costs while enhancing procurement efficiency and capital utilization;
Balance procurement costs, product quality, delivery lead times, and supply stability;
Drive the standardization and digitalization of procurement processes;
Continuously improve overall procurement efficiency, cost control capabilities, and supply chain stability.
V. Cross-functional Collaboration and Business Support
Coordinate with departments such as Sales, Marketing, Product, Supply Chain, Production, Customer Service, and Finance;
Establish efficient cross-functional collaboration mechanisms for procurement;
Ensure alignment between procurement plans and the company's overall strategy, sales plans, and business requirements;
Continuously optimize procurement, product, and supplier systems based on market and customer needs;
Collaborate with product and production teams to ensure the timely supply of raw materials, products, and related resources;
Facilitate the securing of procurement resources required for key customers, major projects, and significant business initiatives;
Provide procurement and supply chain support for new markets, new products, and international business expansion;
Promote information synergy across procurement, production, supply chain, and sales functions.
VI. Procurement Risk and Compliance Management
Identify potential risks in procurement operations, supplier partnerships, and the supply chain;
Establish early warning systems and emergency management mechanisms for procurement risks;
Ensure procurement activities comply with relevant laws, regulations, industry standards, and internal company policies;
Strengthen supplier management, contract management, and procurement process controls;
Standardize mechanisms for supplier onboarding, procurement approvals, pricing management, and contract execution;
Manage risks related to supplier concentration, delivery, quality, and cost fluctuations;
Establish supplier contingency plans and emergency procurement mechanisms;
Ensure the continuous, stable, transparent, and compliant operation of the company's procurement activities. Job Requirements
20–25 years of experience in procurement management, strategic sourcing, supply chain management, supplier management, or related fields;
Over 8 years of senior management experience (Director level or above);
Experience in procurement management within large enterprises, multinational corporations, or globalized companies;
Familiarity with procurement and supply chain models in the jewelry, luxury goods, retail, manufacturing, or consumer goods sectors is preferred;
Experience in international procurement, global supplier management, or cross-border sourcing operations is preferred;
Extensive network of key suppliers, strategic suppliers, and procurement resources;
Exceptional capabilities in strategic procurement planning, supplier development, cost management, and team leadership;
Outstanding skills in data analysis, business judgment, procurement decision-making, and cost control;
Excellent abilities in supplier negotiation, contract management, and cross-functional collaboration;
Strong capabilities in international business management, risk control, and supply chain coordination.
